2011-2013 Institutional Operating Budget Recommendations

The Postsecondary Education Operating Budget Recommendations for 2011-2013 report is an analyses of Nebraska's public higher education institutions' budget requests for the upcoming biennium. It includes information about higher education appropriations, affordability and institutional access and accountability.  This report also discusses statewide funding issues provides recommendations and rationales pertaining to institutional budget requests.

This report is designed to assist institutions as they continue to provide accessible, high-quality postsecondary education in Nebraska.

This section provides an overview of the current state of higher education in Nebraska and how the biennial budget requests reviewed in this report fit in to the larger state context. Issues highlighted in this section include:

Section 3: General Statewide Funding Issues and Initiatives

To address affordability and access of postsecondary education among Nebraska's low-income students and those among minority populations, the Commission has identified three major statewide issues to bring to legislators' attention for the 2011-2013 biennium.  They are:

• Financial Aid for Low-Income College Students and Recommendations

• Financial Aid for Low-Income High School Students to Take and Receive Credit for College Courses Taken While Still in High School and Recommendations

• Funding for Maintenance of Higher Education Campus Facilities and Recommendations

The Commission has analyzed Nebraska's postsecondary institutions' requested operating budgets and has made its recommendations to the Governor and Legislature in this section.
